In the second paper of our new series, Emeritus Professor John Brennan reflects on the impact and uses of quality assurance from its earliest beginnings to the present time. Professor Brennan asks what quality assurance has contributed to change and innovation within higher education; what mechanisms can facilitate or block changes; and whose interests are served by those changes. At the end of the paper we include a response from Jon Renyard, Chair of the Quality Strategy Network.
